Yeah, same. I'm getting the New 3DS as well, for both it and Xenoblade. I doubt they'll come with the special edition. I'm getting it just for the extra analog and for the faster CPU, plus better and more active 3D.

It seems to be. With how 3U had a shitload of subspecies, even for the Elder Dragons, it wouldn't surprise me if they did that.
