I'm actually glad he didn't. I really think that using major legendaries for these kind of things is kind of cheating. Plus, if Ash had all of the legendaries that befriended him join his team, the anime would get really boring as this ultimate trainer traveled around and took over the Pokemon world with Pokemon like Lugia, Mewtwo, and Arceus.
