We will neither confirm nor deny that discussions about staff changes are ongoing. We will also neither confirm nor deny that Phil being an admin has been discussed in what may or may not be reasonably considered "recent" times. To put it simply, promotions come when we as the staff think it's useful/necessary to add onto the staff. And while many of the site decisions we make are majority rules based on the mods, global mods, and admins who speak up, in the end the admins have the final say. In other words, we allow democracy until we don't, lol. Being honest though, it's been quite rare for us to clamp down like that. Staff are chosen in part for their leadership in being able to make decisions for the forum, and going over their opinions on a matter is often a bad process to follow for a number of reasons.
As for Board Managers, they effectively have the same powers that a normal mod does as both have their powers allocated to only specific boards. The major difference is that they aren't considered staff in the practical terms. So they're just there are the mods' helpers and have a degree of authority over their boards, but aren't Forum Staff and thus unable to enter the Staff Board to participate in the decisions that direct the forum as a whole.

If you want to become staff member, the easiest way is to do what I did,
which was befriend the exisiting staff and make them laugh...
