Well, technically they have. Hydreigon's a Hydra. Ho-oh and Moltres are Phoenixes. Espeon is supposed to be a Nekomata (mythical cat with a forked tail and supernatural powers). And I'm sure that there are others.

based off the physical traits of a Cerberus compared to a houndoom, I personally would say that a houndoom is much closer to a hellhound than a Cerberus...
